Project Description:*
The Women 's Economic and Social Empowerment Program is designed to engage,
leverage, and partner with the private sector as well as public social service
initiatives to encourage women's participation in the workforce; generate
demand for financial services; promote tailored, market-based solutions to
women's economic empowerment; and strengthen GBV prevention and response such
that women become more economically and socially resilient.
Program activities integrate, mutually reinforcing private and public
sector-led approaches
that aim to change power relationships, transform
structures, and build agency
to effect results along critical change
pathways. The program interventions are designed to lead women in priority
governorates feeling safe, valued, and empowered at work; motivated and able
to embrace financial autonomy; and respected and free from violence in their
homes, communities, and workplaces.
The program works closely with market-based partners to develop, lead,
scale, sustain, and champion innovative solutions, recognizing the economic
AND social benefits of gender-inclusive, empowering policies and practices.
Program GOE Counterparts:
The Ministry of International Cooperation (MOIC), The Ministry of Social
Solidarity (MOSS), The National Council for Women (NCW)
Job Summary:
The Sustainability Advisor will work with the program technical team and the
Collaboration, Learning and Adaptation (CLA) Advisor to develop and implement
a sustainability plan guiding continued impact and scale-up of interventions
beyond the life of the USAID award. This will include providing technical
assistance to the main counterparts of the program; the Government of Egypt
(GOE) stakeholders, private sector companies, financial services providers,
NGOs, and program implementing partners to assume responsibility for
sustaining and operationalizing program interventions. The Advisor will be a
member of the senior technical management team and will provide liaison with
other related other program and activities funded by USAID and/or other
donors.
The Advisor will support the program team in embedding sustainability and
scalability, through providing support and advice, tools and techniques that
promote the integration of sustainability into activity interventions. S/He
will engage with stakeholders to communicate the benefits of adopting a
sustainable approach.

Primary Responsibilities and Duties:
* Support the design and implementation of the Advisory Committee at the National level through presenting and discussing interventions that could be owned by the program's counterparts. This Advisory board includes representatives from GOE, other donors and main gender players in the field.
* Support the Technical Team to lead the effort to design and conduct working group meetings at the governorate level. The working groups will include different stakeholders to build sustainability plans that are tailored to the governorate level. These groups should work on scaling up and replicating activity interventions and engage with counterparts who can provide long-term support and possibly cost sharing for activities.
* Provide technical leadership for the development of Program's sustainability interventions that support program activities to sustain beyond the lifetime of the program.
* Develop, lead, scale, sustain, and champion innovative solutions that recognize the economic and social benefits of gender-inclusive, empowering policies and practices.
* Build the capacity of local partners and stakeholders, including private sector companies and FSP to sustain the improvement of access to economic opportunities for women.
* Identify key influencers and champions from the business sector that can encourage long-term behavior change and norm shifts in the workplace.
* Coordinate with other USAID programs and other donors, to share lessons learned, tools and experience and find synergies for sustainability.
* Disseminate the lessons learned and promote program methodology towards women's economic and social empowerment and the benefits of adopting sustainability approaches.
Required Qualifications:
*
Senior-level professional with experience in development and sustainability, with at least ten years of experience in developing country settings or the equivalent.
* Bachelor's degree (or equivalent) in gender and development studies, political and/or, social sciences or a related field, or a combination of education and experience that yields the required competencies. A Master's degree is preferred.
* Proven competence in most of the areas of responsibility listed above.
* Ability to work effectively in a team setting, culturally sensitive, and with a tolerance for ambiguity and ability to be flexible to changing circumstances.
* At least five years experience directly managing a development program or equivalent.
* Proven ability to manage projects in complex settings, motivate personnel, and achieve measurable results. Experience in previous USAID or international project related positions is highly preferred.
* Language Proficiency: Level IV (fluent) oral and written English and level IV (fluent) oral and written Arabic.
*Knowledge, Skills, and Abilities:
* * Skill in both verbal and written communication.
* Skill in organizing and coordinating.
* Skill in establishing and maintaining effective working relationships.
* Skill in the use of personal computers and related software applications.
* Deep skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor -funded program activities.
* Advanced knowledge in data integrity and collection methods.
Effort, Reporting and Other Administrative Requirements:*
The Sustainability Advisor is a full-time position that reports to the
Chief of Party who will coordinate with the technical team, on all
programmatic aspects of his/her employment, including but not limited to job
description, duties, qualifications, working environment, and performance. The
Sustainability Advisor will be based in Cairo, Egypt.
**Working environment:
This position will interact with the Women 's Economic and Social Empowerment
Program team, program partners, GOE counterparts, and stakeholders. Required
to travel to various locations within Egypt, specifically program defined
governorates.
