  • Area of expertise:
    Consultant to support the production of two special supplements on influenza,
    EMARIS


  • Purpose of consultancy
    The WHO Eastern Mediterranean Regional Office supports and coordinates closely
    with ‎22 countries and territories in the Region to reduce the burden of
    influenza nationally and regionally and addressing epidemic and pandemic
    potentially caused by respiratory pathogens by promoting research and
    innovation, strengthening surveillance, monitoring and utilizing data and
    expanding disease outbreak prevention and control policies and programs to
    protect the vulnerable. Technical assistance is also being provided to
    countries to prioritize surveillance and research for influenza and other
    respiratory pathogens with epidemic and pandemic potential. As such,
    Infectious Hazard Preparedness unit, are seeking a consultant to support
    produce two special supplements on influenza, EMARIS and COVID-‎19, contribute
    to EMARIS conference organizing and writing report.




  • Background
    EMARIS is a network of countries in the Region working together to strengthen
    and enhance influenza and other emerging respiratory disease surveillance,
    improve the use of surveillance data for developing control programmes and for
    conducting research related to influenza and other respiratory viruses.
    Meetings of the EMARIS network have been held regularly since ‎2011 in order to
    share best practices for influenza surveillance, track progress, and draw
    important lessons on public health preparedness for pandemic influenza.




The 3rd Scientific Conference on Acute Respiratory Infections in the Eastern
Mediterranean Region, which includes, the 6th Meeting of the Eastern
Mediterranean Acute Respiratory Infection Surveillance (EMARIS) Network, is a
conference of experts on acute respiratory infection (ARI) surveillance which
aims to improve the quality of surveillance, data and data management, and
policy in the field of ARI. The conference is organized by the WHO Regional
Office for the Eastern Mediterranean, in partnership with the Centers for
Disease Control and Prevention.
During the Conference, participants will review achievements and challenges,
share evidence and best practices on severity assessments and outbreak
detection, discuss how to use surveillance data as an advocacy tool for better
policy, and showcase scientific achievements and new operational research
findings.
Under the Infectious Hazard Preparedness (IHP) Unit, an expert consultant is
required to provide support to coordinate production of two special
supplements on EMARIS ‎2023 conference, organizing specific sessions during the
conference and developing report of the conference.
* Deliverables
Output ‎1: coordinate the process of development of ‎02 special issues of
Influenza and ORV Journal on EMARIS ‎2023 and Lab/COVID-‎19 response in EMR
Deliverable1.‎1 devise a work plan to select and finalize the initial
submissions to the journal supplements
Deliverable ‎1.2 devise and implement a work plan to finalize the final content
for the journal supplements


Output ‎2: Contribute as part of the overall organizing team, in EMARIS
Conference ‎2023 activities such as session planning


Deliverable ‎2.1: organize capacity building workshops during the EMARIS
Conference ‎2023
Deliverable ‎2.2: Organizing poster exhibition during EMARIS Conference ‎2023
including coordination with finalists


Output ‎3: Develop report of the EMARIS conference and related commentary for
peer reviewed journal


Deliverable ‎3.1: Draft a template for note taking, working with identified
note takers during the EMARIS Conference ‎2023
Deliverable ‎3.2: Collect all draft reports from note takers and developing
draft report of the EMARIS conference ‎2023
Deliverable ‎3.2: Develop a draft editorial and draft commentary for potential
publication in EMARIS conference ‎2023



  • Qualifications, experience, skills and languages
    Educational Qualifications:
    Essential: University degree in public health, epidemiology, social or
    development studies or related discipline
    Desirable: Training or practical experience in report writing and handling
    projects
    Experience
    Essential: At least ‎5 years of progressive experience in development work
    particularly handling projects and report writing
    Desirable: Prior experience in development field or global health
    Skills/Knowledge:
    Organization and efficiency skills
    Data handling and analysis skills
    Interpersonal and collaboration skills


Languages and level required (Basic/Intermediate/Expert):
Excellent oral and written communication skills in English language

    The selected Consultant may be expected to travel to countries of the Region
    upon request.




  • Remuneration and budget (travel costs are excluded):



    • Remuneration: Pay band level B
