Project Description
The purpose of the five-year, $85 million, USAID Partnerships for Educational
Progress (Partnerships) Activity is to strengthen the higher education system
to address Egypt 's development priorities. Through partnerships with the
Ministry of Higher Education and Scientific Research (MOHESR), Egyptian higher
education institutions (HEIs), and the private sector, the Partnerships
Activity will accelerate the MOHESR's vision to transform Egypt's public HEIs
into world class, market-relevant centers of learning that prepare and connect
Egyptian students to the workforce.
The activity will achieve this purpose through the following three results:
* Higher education entities strategically plan, manage, and monitor an effective higher education system;
* HEIs deliver high-quality, inclusive, market-relevant, interdisciplinary education that facilitates graduates' employability; and
* HEI campuses provide inclusive access to a modern environment equipped with new technologies and scientific resources.
Position Description
The Finance Manager reports to the Chief of Party and will provide overall
technical and administrative leadership in the areas of financial management,
including financial management of all subawards for the Partnerships activity.
General responsibilities will include accounts payable, cost allocation,
quarterly reporting, payroll, budget preparation, subaward management, and
tracking support. In addition, the Finance Manager will be responsible for
setting up, managing, and providing technical assistance related to the sub-
awarding components of the Partnerships activity. They will ensure that all
financial and subaward management and reporting are compliant with USAID
subaward management and financial management regulations.
Responsibilities include, but are not limited to:
*
Direct and support the Finance and Operations staff to manage all financial
and operational issues of the project, to develop effective procedures,
increase efficiency and provide the means to accomplish project goals;
* Provide oversight for the day- to-day financial operations of the project office;
* Monitor project spending, including quarterly analysis to identify over or under spending, bring any issues to the attention of the Chief of Party for action;
* Monitor advances to employees and ensure timely liquidation bringing any issues to the attention of the Chief of Party for action;
* Ensure timely preparation and submission of statutory returns, reports and tax compliance;
* Ensure all employees and vendors are vetted according to EDC policies;
* Serve as a liaison with EDC Home Office Accounting to facilitate financial management processes including contributing to preparation of cost to complete projections, providing guidance and oversight on project financial management, and participating as appropriate, in resolution of financial issues;
* Model standards of accuracy, timeliness and adherence to policies and guidelines that enables others to perform with due diligence;
* Ensure compliance and adherence to donor regulations and procedures including maintenance of internal controls, accountability of EDC resources for all financial and operational issues;
* Manage with support from EDC 's Director of Corporate Compliance any external financial audits and ensures that management responses to internal financial reviews are implemented timely;
* Oversee work of project accounting team to ensure timely and accurate submission of monthly transaction reporting to the Home Office, including preparation of wire transfer requests; and
* Keep track of accruals and commitments and provide up-to-date reports as needed.
Management
* Mentor local personnel to develop capacity of staff, including provision of regular feedback and training;
* Supervise work of project accountants to ensure timely and accurate submission of monthly field transaction reporting to the home office;
* Manage finance, accounting, logistics, and procurement staff in Cairo and zonal offices;
* Ensure that finance and operations staff work smoothly with technical teams to accomplish project goals in a manner consistent with policies and procedures; models collaboration with technical leaders;
* In consultation with the COP and other relevant staff members, ensure that the EDC Policies and Procedures manual is updated as needed, sound human resources management is practiced in accordance with Government appropriate laws, USAID as well as EDC rules and regulations; and
* Write and develop materials needed for effective operations. Recommend efficiency improvements or future focus areas. Ensure quality assurance of operational functions and associated materials.
The candidate for the position of Finance Manager shall have at a minimum
the following qualifications:
Education:
Bachelor's degree (advanced degree preferred) in Finance, Business
Administration, Management, or Accounting.
Skills and Experience:
* At least eight years of experience with increasing responsibility in financial management, including the management and oversight of large and complex, USAID-funded project budgets and financial reporting;
* Experience managing subawards with international development programs and donor funds;
* Demonstrated effective interpersonal skills, leadership, creative problem-solving, and ethical management;
* Experience successfully managing project procurement;
* Proven ability to manage a team and corresponding workflow; and
* Excellent oral and written communication skills.
Language:
Fluency in written and spoken English, additional fluency in Arabic is
preferred.
