Within OINIS, the head of cluster is responsible for the Network
infrastructure in his/her cluster. He works under the authority of the head of
Region and is taking care of everything related to Network as cost
effectiveness, quality of service, design and carrier relationship of the
network within his/her cluster. To do so he is supported by other teams within
the regional organization.
This position is for Middle East, Russia & CIS cluster within IMEAR region.
Accountable for Network efficiency in his/her cluster and leading main actions
to improve efficiency. When appropriate, he/she is accountable for the
development of the business case (access savings migration/recommitment, POP
relocation, topology optimization, interaction with Sourcing and carriers if
appropriate, EOL,…) together with its presentation in order to get approval,
then follow-up implementation with constant monitoring of actuals vs
forecasts.
Within the region, he/she is accountable to manage effectively the virtual
team in charge of the cluster and involving people from other teams in
particular Service expert and Implementation expert
He/she is accountable for the capacity management, the design and the
implementation of the network in his/her cluster although the realization of
those activities are delegated to other teams
Build, manage and monitor the complete OINIS budget in the cluster - access,
domestic backbone, shared access, colocation, sites. He/she is the owner of
this budget in the cluster and as such is In charge of identifying and leading
the actions to optimize it. In his/her cluster, he is the point of contact of
the Business management team(s) in order to bring relevant support for
specific customer projects (in pre-sales and post-sales)
He/she is accountable of every OINIS activities (even not directly under
his/her scope) in his/her cluster; He/she ensures employee satisfaction,
promote innovative ideas, limit turn-over and put in place knowledge transfer
and sharing; He/she is in relation of the carriers of his/her respective
cluster for new projects, improvement, market intelligence
Ability to engage and partner with customer and internal staff as required

Ability to identify problems and work to resolution as required.

Education, qualifications, and certifications
Degree in business, or science (or other relevant area).
Experience
Minimum of 10 years related work experience within the telecom or IT industry.
Direct, virtual, and matrix team management experience.
Good level of practiced technical knowledge.
3 years experience in financial modelling and P&L management
Organisation transformation experience in agile context
Proven experience working with supplier/vendors in a buying (Sourcing) and
selling (IC) context
Proven strategic orientation and 'big-picture' thinking ability incl.
transveral management experience
