Equitable Growth, Finance and Institutions

The Equitable Growth, Finance and Institutions (EFI) Practice Group provides
support to low- and middle-income countries to build the foundations for
inclusive and sustainable growth and, thereby, make progress towards achieving
the World Bank Group 's twin goals of reducing poverty and boosting shared
prosperity. The EFI Practice Group includes the WBG Global Practices of
Finance, Competitiveness and Innovation; Macroeconomics, Trade and Investment;
Governance; and Poverty and Equity.

The Finance, Competitiveness and Innovation (FCI) Global Practice combines
expertise in the financial sector with expertise in private sector development
to foster private sector led growth and help create markets in client
countries. Within countries, FCI works with governments to create an enabling
environment where financial stability, access to finance and risk management
provide a foundation to crowd-in private sector investment, create capital
markets, and accelerate equitable growth. At the same time, the practice is
focused on identifying firm- and industry-level constraints to deliver reforms
which can drive growth and accelerate job creation (including access to
finance, innovation, special economic zones, industry solutions,

The FCI MENA West unit, within the FCI Global Practice, wishes to hire a local
extended-term consultant (ETC) with private sector development experience to
provide analytical, technical and operational support to projects in Egypt.
The ETC will support the FCI program in Egypt and support the design and
implementation of key activities, including analytical advisory services and
lending operations. The work program will mainly be focused on activities
supporting cluster and SME development, industrial zones, trade logistics and
green growth.

The ETC will be expected to work with a dynamic and changing portfolio. The
ETC is also expected to contribute FCI inputs to the work of other Global
Practices.

Roles and Responsibilities

The ETC will be a local hire, based in Cairo, Egypt. The ETC will perform the
following tasks:
* Substantially contribute to delivering effective supervision of on-going lending projects in Egypt with private sector development components, in support of TTLs;
* Substantially contribute to the preparation and implementation of private sector development advisory projects in Egypt, in support to TTLs;
* Contribute to the policy dialogue on the FCI portfolio in Egypt, including areas such as: cluster and SME development, industrial zones, trade logistics and green growth;
* Conduct research and draft analytical notes on specific topics relating cluster and SME development, industrial zones, trade logistics and green growth in Egypt;
* Participate in missions, provide technical inputs and guidance to Bank team and counterparts on policy and investment strategies related to the areas of intervention mentioned above;
* Works independently, seeking guidance on complex projects/issues from senior specialist; and
* Work closely with other Global Practices (GPs) as well as with IFC advisory and investment teams.
Selection Criteria
* Master 's Degree in economics, public policy, international development, finance, social science, law, engineering, or other relevant discipline.
* A minimum of ‎5 years of relevant experience in private sector development in the Egyptian context, including government facing and private sector facing work. Experience working on these issues in low income areas of Egypt is a plus.
* Demonstrated knowledge and specialized skills required in at least one area of the private sector development areas of focus (cluster and SME development, industrial zones, trade logistics and green growth) and key policy, regulatory, and development issues in that space.
* Strong written and verbal communication and interpersonal skills, and an ability to communicate both verbally and in written form and liaise effectively with clients, counterparts, and colleagues.
* Excellent organizational and project planning and management skills.
* Ability to work well in multi-disciplinary teams and demonstrated diplomatic skills and cultural awareness.
* Fluency in English (spoken and written) and Arabic (spoken and written).
* Knowledge of the Egyptian institutional, political and economic context.
Reporting

The ETC will work closely with the Task Team Leaders in charge of programs in
Egypt and report to the Practice Manager, FCI MENA West. The ETC will be based
in Cairo, Egypt.
