Purpose of the Consultancy
The purpose of the national consultancy is to provide support for the Urban
Governance Project for Health and Wellbeing and Urban lead project.
Background
The national consultant will be supporting the: "WHO Urban Governance for
Health and Wellbeing" project initiative, which seeks enhancing good
governance for Health and Wellbeing through multisectoral and multi-
stakeholder's engagement in rapidly urbanizing and high-density cities. This
initiative is expected to work towards achieving the SDGs targets ‎3 and ‎11 and
the triple billion targets of the WHO 13th General Programme of Work ‎2019-‎2023
addressing key urban health issues, including social determinants and promote
healthier lives of individuals and communities living in cities. This is to
address key urban health problems such as informal settlements, access to
basic public services, and social cohesion, the WHO Urban Governance for
Health and Wellbeing initiative's Theory of Change five key strategic actions
which are as follows:
* Re-orient institutions of governance through the leadership of mayors to increase community participation and effectiveness.
* Integrate mechanisms at institutional level to promote policies and interventions with a participatory process from multiple sectors.
* Enhance technical competence to address social determinants of health and equity in cities through a HiAP approach in the key issues.
* Generate new evidence on urban governance for health and wellbeing at local level; and
* Advocate for participatory urban governance for health and wellbeing through global, regional and national city and mayors' networks.
EMRO has received support from Swiss Development Funds as part of a global WHO
project to enhance urban governance for health and wellbeing. Tunisia is one
of the five cities and four Regions identified to implement the WHO Urban
Governance for Health and Wellbeing initiative. Based on that, country level
activity plan has been developed after an inception phase for WHO country
office, Tunisia. The project will be implemented by EMRO and WHO country
office of Tunisia.
The national consultant is to support the work of Healthy Cities as a
multisectoral platform for promoting health and wellbeing and development of
activity plans related to the Regional Healthy Cities Network and
documentation of implementation.

Output ‎1 : Technical support to the Urban Governance and Urbanlead
Projects

Deliverable ‎1.1 Identify country specific actions to implement the SDC
project
Deliverable ‎1.2 Facilitate the urbanlead modules implementation.
Deliverable ‎1.3 Conduct technical briefing for WHO country office and
provide
technical inputs in developing activity plans to implement the
SDC project.
Deliverable ‎1.4* Prepare documents and reports for the activities
implemented under the work plan to promote urban governance for health and
wellbeing.


Output ‎2:* Assistance for implementing Healthy Cities Programme
Deliverable ‎2.1 Provides relevant technical information to Regional
Advisor engagements based on collected information from technical focal points
involved in Healthy Cities, and other health promotion programs
Deliverable ‎2.2 Prepare
briefing files, presentations, and other
materials on various topics.
Deliverable ‎2.3 Draft information products (articles, short stories,
reports, etc.) based on the follow up and developments in health promotion
programmatic areas.
Deliverable ‎2.4* Update the Regional Healthy Cities Network website


Specific requirements
Qualifications required:
University degree in marketing and/or communication or related fields with
specific training on urban governance, health promotion and wellbeing.
Experience required:
At least ‎2 years' experience in advocacy, communication, and health promotion
especially healthy cities.
Language requirements:
Expert in English and Arabic speaking and writing
Place of assignment
Unless specified later, this assignment will be performed in-site
Medical clearance
The selected Consultant will be expected to provide a medical certificate of
fitness for work.
Travel
The Consultant is expected to travel according to the itinerary and estimated
schedule.
