Role Description:
Establishing a Global Project Management Practice, as part of our Consulting
Services business, is a core next step in becoming a Tier 1 Solution Outcome
Partner with our customers, helping to ensure our customer achieve business
outcomes with the Oracle Communications portfolio.
We seek an experienced individual to lead our Global Team of Project Managers
within Oracle Communications Consulting (OCC); taking responsibility for
establishing the team and building responsibility for customer and commercial
success of delivery projects (specifically with scope and outcomes), with a
strong emphasis on competence development, accreditation, method and best
practice. This person should have hands on experience with technology and
systems and have progressed into people management having acquired strong
Telco business acumen
Scope:
* Leadership of the OCC global team of Project Managers
* Reports to the VP of Project Management Practice Oracle Communications Consulting
* Delivers the overall plan for the practice to enable and improve the overall delivery competence of the Project Managers
* Works with Regional Delivery Practices, global PMO, sales and presales organization
* Indicate collaboration with Competence Development / Oracle University as part of need to formalise/structure PM enabling
Experience level:
* 10-15 years of experience relevant to this position including 10+ years of project management experience in the delivery of international projects
* 5+ years of experience in line management of Senior Project Managers and teams of Technical Project Managers
* 5+ years in Skill Development practice of teams and senior individuals
Responsibilities:
People
* Recruits, mentors, and builds an effective network organization in support of the business
* Focus on competence development, accreditation, programme method and best practice
* Administers staff performance management and career development activities
* Develops and maintains a team through coaching and performance management
* Ensures that the practice recruits, develops, motivates, appraises, rewards, and deploys staff
in a manner that meets business priorities
Operational
* Practice Management of Global Project Management Team, including global assignment
* Overall responsibility for management success of delivery projects (specifically with outcomes, budget compliance and project margin), with project recovery as necessary, and in compliance with Oracle project management guidelines and policies
* project financial reporting (Report and Analyze Project Financial KPIs) project upselling, and working with clients to support further initiatives
* Collaborative Relationship with Regional Delivery Leadership (APAC, EMEA, NA and LA)
* Provides strategic leadership, oversight and management for the practice´s professionals
* Establish strong cross-functional relationships between client, delivery teams and regional practice leadership engineering teams
* Provides strong management, analytical, problem-solving, and conceptual skills
* Improve Project margin by establishing a Change Request Management awareness, execution and tracking culture
* Ensures the latest methodologies and procedures are implemented and tailored for best
practice service delivery

Required Skills:
* Proven track record of leading teams of Project Managers
* Proven track record of building and executing skill development plan for individuals
* MS / bachelor's degree in an Engineering area, ideally computer science
* Project Management Qualifications, e.g. PRINCE2, PMI, etc.
* Knowledge of the Communications Industry from a Programme Delivery perspective
* Strong Telecom or IT background, in SI and/or Consulting environment
* Strong organizational and team leadership, motivation skills
* Advocate for proven standardized processes, tools and methodologies
* Excellent verbal and written communication, interpersonal, and presentation skills a must, whilst operating at senior levels internally and externally.
* Ability to develop and maintain relationships up to and including executive level
* Direct line management experience including people, customer, and financial management
* Demonstrated ability to collaborate on enterprise-wide initiatives
* Experience of working across countries and understanding of different cultures
* Willingness to travel as needed.

Detailed Description and Job Requirements
This director position is responsible for managing business operations and
resources of a given project portfolio which can be defined by industry,
service line, technology center, specialty area or region. Responsibilities
include people management, project oversight, and sales enablement.
Accountable for fulfilling business goals, meeting budgets, maintaining
project/portfolio profitability while ensuring quality of project delivery and
maintaining customer referenceability.
Develops strategy and plans to successfully implement operational policies and
achieve portfolio performance in support of strategic objectives. Responsible
for solutions and pricing of proposals and supporting the sales process. Is
accountable for managing a significant and profitable revenue stream.
Typically manages multiple project/program managers and/or senior level
individual contributors. May serve as advisor or project sponsor role for
moderately complex engagements.
10+ years of experience relevant to this position, including 2 years of
project or direct line management experience. Demonstrated ability to follow
solid project management principles and successfully manage projects of
increasing complexity. Comfortable working in a matrix management environment.
Strong influencing and negotiation skills to deal with internal stakeholders,
customers and vendors. Product, technology or industry expertise relevant to
the portfolio focus. Selling skills preferred. Ability to travel as needed.
