* Purpose of the Consultancy
The purpose of this consultancy is to provide a technical input to the areas
of risk communication and community engagement, with the guidance, support,
and advice of the incumbent manager.
* Background
COVID-19 waves have carried on unabated, and the vaccination rollout faced
fear and resistance as well as unequal distribution among nations and people,
the need for a clear two-way communication and stronger risk communication
strategies have become ever more critical. With the current regional and
global development of the COVID19 situation and the preparation for the post-
pandemic phase, there is a probability of a close return to a normal working
environment and social engagement at the field level. Such arrangements are
part of the risk communications and community engagement (RCCE) work plan and
a key tool for building a resilient communities' framework that involves
country offices, partners, and stakeholders on different aspects of the
emergency as well as the recovery response operations.
With this in the backdrop, WHO EMRO plans to develop various products on
different aspects of RCCE and, most importantly, build resilient communities.
These materials will be instrumental in sharing the content in a reader-
friendly way to emphasize the importance of communicating potential risks and
actively engaging the community in the mitigation, preparedness, and recovery
process. It is also expected to be instrumental in uplifting the motivation to
support building resilient communities and assisting the most affected and
vulnerable populations to recover.

- Description of duties
The consultant will support RCCE team in the formulation of their risk
communications strategies and work plans. The consultant is expected to
support in developing written and visual content to a variety of materials to
raise awareness of the regional community on risk communications, community
engagement, community resilience and recovery. The communications and design
consultant will work in close coordination with the RCCE team to develop,
generate, design, illustrate and create innovatively written/visual content
for products and contribute to the improvement of existing materials and
designs.
Work to be performed:
Output 1: Support the dissemination of evidence-informed public risk
communication campaigns
a Deliverables:
* Conceptualize the illustration that supplements the content and ensures the final product is reader-friendly for all the IECs and website in line with WHO EMRO designing guidelines.
* Ensure that the content and the structure of the product is user friendly and visually appealing from the point of view of usage.
Output 2: Support the utilization of social media, web, and another
platform for preparedness and response to proximate public health emergencies
a Deliverables:
* Provide meticulous proofreading processes and completely error-free products to finalize the required content.
* Ensure a proper formatting and layout of the text including making text editions once the layout is done in line with WHO EMRO designing guidelines.

Specific requirements

* Qualifications required:
* First level university degree in Mass Communications, Multimedia Journalism, Visual Graphic Design, Service Design, Marketing or a related subject.
- Experience required:
- Up to 5 years of progressively responsible work experience in the field of visual communication or graphic design for copy, print and online media, web and motion design.
- Solid computer skills, including full proficiency in various Adobe suite (premier, Adobe after effects, etc), Photoshop, Adobe Illustrator and other Image editors, as well as, MS Office applications (Excel, Word etc).
Proven experience in desktop publishing or a related field, including draft typing, copy editing, formatting, proofreading, creating typographical layouts, info-graphics design and editing, database management, writing is preferred.
Skills / Technical skills and knowledge:
- Proven ability to develop risk communication or advocacy initiatives, using appropriate tools and channels; and to achieve results in a global, multicultural, multinational and decentralized organization.
- Ability to maintain networks of people across a range of risk communications-related disciplines.
- Ability to meet deadlines and pay close attention to detail. Well-organized with demonstrated multi-tasking skills.
Demonstrated ability to work with people from different cultures.
Language requirements:
Essential : Working knowledge of English
Place of assignment
Cairo, Egypt
Travel to other countries in the Eastern Mediterranean Region may also be
possible.
- Medical clearance
The selected Consultant will be expected to provide a medical certificate of
fitness for work.
9. Travel
The Consultant is expected to travel. Destination and duration of travel will
be identified through the progress work identified in countries
All travel arrangements will be made by WHO - WHO will not be
responsible for tickets purchased by the Consultant without the express, prior
authorization of WHO. While on mission under the terms of this consultancy,
the Consultant will receive subsistence allowance .
Visas requirements: it is the consultant 's responsibility to fulfil visa
requirements and ask for visa support letter(s) if needed.
