Background

UN Women's Regional Office for the Arab States (ROAS) has recently adopted its
new Strategic Note (‎2022-‎25). Our vision is to achieve gender equality and the
empowerment of all women and girls and the full enjoyment of their human
rights in the Arab States, propelling economic prosperity and sustainable
development for all. Our goal is to accelerate achievements for the largest
possible numbers of women and girls in the region, including the most
vulnerable, in the next ‎4 years. To accomplish this, we work with our partners
and offices across ‎17 countries in the region to implement targeted programmes
that support women's economic empowerment, women's leadership and
participation, women, peace and security, and humanitarian issues, as well as
ending violence against women.
Our growing women's economic empowerment (WEE) portfolio builds on critical
results achieved between ‎2018-‎21 and capitalizes on existing enablers to
advance the number of women in decent employment, and equitable access to
employment opportunities and services while addressing foundational concerns
related to unpaid care, negative gender stereotypes, and the implementation of
legal reforms.
Objective of the Assignment:
Under the supervision of the Deputy Regional Director, the Programme
Management and Development Advisor - Women 's Economic Empowerment will lead
efforts to finalize the new regional multi-country and multi-disciplinary
programme on women's economic empowerment, including quality assurance of
documents and upcoming resource mobilization efforts, support with finalizing
SN BWP development for ROAS and support on management and implementation of
the JP Work for Women as a technical advisor.


Duties and Responsibilities

Under the supervision of the Deputy Regional Director, Programme Management
and Development Advisor - Women's Economic Empowerment will:
* Support in the development of multi-country programme documents on the new regional programme for women's economic empowerment;
* Build and maintain alliances and strategic partnerships for the advancement of the new regional programme on women's economic empowerment;
* Build and maintain close liaisons with relevant donors and other actors supporting efforts toward women's economic empowerment;
* Lead resource mobilization efforts for the new regional programme on women's economic empowerment in the region;
* Research and analyze information on bilateral, International Monetary Institutions and private sector partners on possible areas of cooperation.
* Identify promising practices, technical expertise, and strategic opportunities for the new regional programme on women's economic empowerment;
* Lead and finalize SN BWP development for ROAS;
* Provide technical and managerial direction to the women's economic empowerment team, including the Work4Women Joint Programme with ILO;
* Focus on Care Economy, Green Economy, and Science Technology, and Innovation to advance employment opportunities.
The Programme Management and Development Advisor - Women's Economic
Empowerment, will be expected to submit the below listed deliverables, against
which remuneration will be processed:

Required Skills and Experience

Education:
* Master's degree or equivalent in economics, international development, or international relations is required;
* A first-level university degree in combination with ‎2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience :
* At least ‎7 years of progressively responsible experience in designing and managing programmes in development cooperation, with a focus on women and the economy;
* Experience in programme, policy analysis, and strategic planning;
* Experience working on resource mobilization is an asset;
* Experience working with the UN is an asset;
* Experience working in the Arab region is an asset.
Language Requirements:
* Fluency in English is required;
* Knowledge of Arabic and/or French is an asset.
Individual consultants will be evaluated based on the following methodology:
Only candidates obtaining a minimum of ‎49 points in the technical evaluation
would be considered for the financial evaluation.
Criteria Weight Technical: ‎70% (‎70 points)
* Criteria ‎1: Master's degree or equivalent in economics, international development, or international relations is required (‎10 points) ;
* Criteria ‎2: ‎7 years progressively responsible experience in designing and managing programmes in development cooperation, with a focus on women and the economy (‎20 points) ;
* Criteria ‎3: Experience in programme, policy analysis, and strategic planning (‎10 points) ;
* Criteria ‎4: Experience working on resource mobilization (‎15 points) ;
* Criteria ‎5: Experience working with the UN (‎5 points) ;
* Criteria ‎6: Demonstrated knowledge of the Arab Region (‎5 points) ;
* Criteria ‎7: Fluency in English (‎5 points).
Financial: Lowest Financial Proposal: ‎30% (‎30 points)
The points for the Financial Proposal will be allocated as per the following
formula:
* Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
* The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered)/ (Bid of the Consultant) x ‎30;
* 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least ‎49 points in the technical evaluation.
