Purpose of consultancy
The consultancy aims to establish a Monitoring, Evaluation, Accountability,
and Learning (MEAL) system to ensure that the response activities are
effective and efficient and meet the needs of affected populations. The
consultant will technically support engaging the Monitoring, Evaluation,
Accountability, and Learning (MEAL) system with the country and regional focal
points and partners.
Background
The mission of WHO's Health Emergencies Programme (WHE) (The Programme) is to
build the capacity of Member States to manage health emergency risks and, when
national capacities are overwhelmed, to lead and coordinate the international
health response to contain outbreaks and other health emergencies and to
provide adequate relief and recovery to affected populations. The Health
Emergency Information and Risk Assessment Unit (HIM) is responsible for
identifying new public health events, assessing risks to public health,
conducting epidemiological surveillance and field investigations, monitoring
public health interventions, and communicating public health information to
technical partners.
Health emergencies in the Eastern Mediterranean Region are common due to
natural disasters, conflict, and other humanitarian crises. In response to
these emergencies, WHO EMRO is looking to establish a Monitoring, Evaluation,
Accountability, and Learning (MEAL) system to ensure that the response
activities are effective, efficient, and meet the needs of affected
populations. The MEAL system in EMRO will be designed to provide a
comprehensive and integrated approach to monitoring and evaluating emergency
responses and promote learning and accountability.
The system will be objective based and include standardized indicators, tools,
and processes, allowing consistent and accurate data collection, analysis, and
reporting. In the context of the COVID-19 pandemic, the MEAL system in EMRO
will be adapted to support the response efforts of both WHO and member states.
This includes the development of specific indicators to track the spread and
impact of the virus, as well as the effectiveness of response activities such
as testing, contact tracing, and vaccination campaigns. Additionally, the MEAL
system has been used to identify response gaps and inform decision-making
around resource allocation and programmatic priorities.
Hence, the consultant shall contribute to the development of procedures and
tools for the monitoring of emergencies response; he/she will participate in
the establishment of Regional and national repositories of information on
public health events; he/she will contribute to the development of training
modules and capacity building in the Member States with focus on monitoring
and evaluation; and information management core competencies.
Work to be performed
the incumbent shall undertake the following deliverables:
Tasks
* Conduct a situation analysis of the existing MEAL system in EMRO and member states, including COVID-19 response programs and interventions.
* Develop a comprehensive MEAL strategy for the health emergency program, including COVID-19 response programs and interventions, in EMRO and member states. This should include indicators, data collection tools and processes, a database, and reporting systems. Finalize the MEAL framework based on feedback from stakeholders.
* Develop training programs to build the EMRO and member states' staff's capacity to develop, implement, and utilize the MEAL system for health emergency response programs and interventions. This should include training on data collection, analysis, reporting, and use of results for decision-making.
* Provide technical support and guidance to EMRO and member states in developing and implementing MEAL plans for COVID-19 response programs and interventions.
* Review and provide feedback on reports produced by member states on COVID-19 response programs and interventions.
* Develop and implement accountability mechanisms to ensure that feedback from stakeholders is addressed promptly and appropriately.
Deliverable:
* Comprehensive MEAL strategy draft for the health emergency program, including COVID-19 response programs and interventions, in EMRO and member states.
* Draft a capacity-building program for health emergency response programs and interventions on the MEAL system.
* Provide technical support and guidance to EMRO and member states in monitoring, evaluation, accountability, and learning of COVID-19 response programs and interventions.
* Draft guidance on accountability mechanisms in EMRO to ensure that feedback from stakeholders is addressed promptly and appropriately.
Experience:
* Experience required:
Indicate the minimum number of years of experience in each relevant field -
Including field experience.
* At least 7 years of professional work experience at the national and/or international level in public health, epidemiology, or Information Management, either in the Public or Private sector or other relevant programs.
* Experience with health data management work, including data collection, cleaning, analysis, and report generation.
* Experience working in the UN or other international development organization.
Skills/Technical skills and knowledge:

* Excellent knowledge of Microsoft Office programs
* Excellent knowledge of statistical and data analysis software (STATA, Power-Bi)
* Good understanding of results-based monitoring and evaluation
* Excellent written English skills

Languages and level required:
* Essential: Excellent Knowledge of English.
* Desirable: Good knowledge of the Arabic Language.

Medical clearance
The selected Consultant will be expected to provide a medical certificate of
fitness for work.
Travel
All travel arrangements will be made by WHO - WHO will not be
responsible for tickets purchased by the Consultant without the express, prior
authorization of WHO. While on a mission under the terms of this consultancy,
the Consultant will receive subsistence allowance .
Visas requirements: it is the consultant 's responsibility to fulfil visa
requirements and ask for visa support letter(s) if needed.
