OBJECTIVES OF THE PROGRAMME


The Universal Health Coverage (UHC) communicable diseases department leads the
work of the WHO Regional Office for the Eastern Mediterranean Region to
prevent, control, eliminate and eradicate communicable diseases under the
broader mandate of the organization to achieve universal health coverage,
protect people from health emergencies and achieve healthier lifestyle. The
Immunization, Vaccine preventable diseases and Polio transition (IVP) unit
provides technical leadership and coordination in vaccine preventable diseases
and immunization to achieve the programme's objectives in partnership with
United Nations Agencies, the Global Polio Eradication Initiative, donor
institutions and Ministries of Health in Member States.


DESCRIPTION OF DUTIES


The incumbent will perform the following duties:
Achieving hepatitis control and elimination:
‎1. Introduce, promote and improve coverage of Hepatitis B birth dose and
primary series and guide Member states in implementation.
‎2. Partner with the national authorities to develop initiatives in the areas
of universal infant immunization.
‎3. Monitor the progress of Member States towards achieving the control goal
the ‎1% control goal of hepatitis B through universal infant immunization as a
first step towards the ‎2030 ‎0.1% elimination goal in compliance with the WHO's
GPW13 overall strategy, and guidelines.
‎4. Provide expertise to Member States in documenting the evidence for
verification of the ‎1% control goal as regional and global guidance.
‎5. Review country dossiers for the verification of the ‎1% hepatitis B control
goal submitted to the Regional Verification Commission and provide feedback
Provide technical expertise and secretarial support to the Regional
Verification Commission for hepatitis B control.
‎6. Harmonize the procedures for the verification of the hepatitis control
goal and validation of the hepatitis elimination goal.
Maternal and Neonatal Tetanus elimination (MNTe):
‎7. Guide member states to plan, implement and monitor activities to achieve
MNT elimination status.
‎8. Design MNT surveillance guidelines and systems to ensure effective and
outbreak response activities.
‎9. Provide technical guidance and support to countries in pre-validation and
validation of MNT elimination in liaise with concerned focal points in WHO HQ
and UNICEF to resolve issues or concerns.
‎10. Provide policy guidance and recommendations on plans of actions for
introduction and improving coverage of tetanus toxoid containing vaccines.
Defeating meningitis:
‎11. Provide technical guidance to member states to plan, implement and
monitor activities to defeat meningitis.
Strengthening vaccine preventable diseases surveillance:
‎12. Strengthen and oversee implementation of integrated disease surveillance
for vaccine preventable diseases.


REQUIRED QUALIFICATIONS


Education


Essential : Master's degree in the field of health sciences or public
health or related field
Desirable : University degree in medicine, pharmacy, or veterinary
sciences


Experience


Essential : At least seven years of experience in public health, public
health surveillance or Expanded programme on Immunization (EPI) with
international exposure.
Desirable : Experience in the control of communicable diseases and the
development of immunization policies. • Experience in low or middle-income
countries. • Training in EPI planning. • Training in communicable disease
epidemiology.


Skills


Demonstrated knowledge of principles, practices, methodology and techniques of
immunization programme • Excellent knowledge in data analysis • Synthesizing
information and presenting clear and concise conclusions and decision making •
Good understanding of epidemiology of vaccine preventable communicable
diseases

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎77,326 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎1495 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
