Duties and Responsibilities
Organizational Setting, Purpose, and Objective:
The United Nations Environment Programme (UNEP) is the leading global
environmental authority that sets the global environmental agenda, promotes
the coherent implementation of the environmental dimension of sustainable
development within the United Nations system and serves as an authoritative
advocate for the global environment. The West Asia Office delivers advisory
services and capacity building support to countries to achieve environment and
sustainable development objectives. This consultancy is established at the
West Asia Office within the framework of the Strategic Cooperation Agreement
between UNEP and the Kingdom of Saudi Arabia.
Under the direct supervision of the Project Manager in UNEP West Asia Office
and in coordination with the respective department in the Ministry of
Environment, Water and Agriculture (MEWA) in Saudi Arabia, the expert will
carry-out, inter alia, the following duties and responsibilities:
1. Provide scientific and policy advice on circular economy and resource
efficiency to MEWA.
2. Collect and analyze information on circularity and resource efficiency
policy development, especially innovative policy and programme initiatives and
environmental issues, and provide substantive inputs to country profile.
3.Technical inputs for the creation of partnership with global entities by
defining priorities of cooperation, identifying suitable partners and
cooperation modality on circular economy and resource efficiency.
4. Technical advice and policy guidance on formulating country priorities on
circularity transforming environment priorities into local interventions
including Saudi Green Initiative and Middle East Green Initiative.
5. Provide technical assessment and inputs for circular economy and resource
efficiency proposals from MEWA and its partners.
6. Provide scientific contributions to projects and activities with key
partners in MEWA and identification of areas for support or cooperation on
circular economy and resource efficiency.
Expected outputs and deliverables include:
1. Inception assessment needs for circular economy and resource efficiency.
2. Capacity building needs assessment report, training courses and
programmes.
3. Country profile for circular economy and resource efficiency.
4. Monthly progress reports.
5. Final project report
Qualifications/special skills
A master's degree in environmental governance, circular economy, climate
change, environmental science, natural sciences, or related fields is
required. PHD is an asset.
Minimum of 10 years of professional technical experience in the field of
circular economy and resource efficiency, environmental policy and governance
is required.
Knowledge of circular economy and resource efficiency in Saudi Arabia is an
asset.
Experience working in West Asia is desirable.
Languages
Fluency in written and spoken English is required. Knowledge of Arabic is
desirable.
