The Job Opportunity


We are currently looking to hire a Health, Safety and Security Consultant STCA
be based in Riyadh, KSA.

support, and protection in KSA.


The Client has requested the services of a qualified consultancy team to
provide advisory / strategic consultancy services within KSA, comprising;
* Facilities Management
* Asset Management
* Property & Estates Management
* Training & Knowledge Transfer
In line with the wider group strategy, the contract will be the key catalyst
in growing Serco’s reputation and involvement in A&FM; Consultancy services
within KSA. The consultancy team’s role is to support in the lead and delivery
of Serco’s contractual obligations by ensuring the successful implementation
of deliverables set forth


The role will be reporting directly to the FM Expert but requires an
adaptability to complex matrix project-based work, where functional and
operational management may be fluid.


Key accountabilities
Responsible for all aspects of Safety Assurance which includes Health, Safety
& Environment, Risk Management, Quality Management, and Business Resilience
and Business Ethics. Ensure compliance with the Serco Management System
relative policy standards and advise management and operational employees on
these requirements, systems and processes. Identify improvement opportunities
and manage issues to an acceptable outcome. Contribute to the development and
maintenance of the Integrated Management System (IMS) develop, review and
update processes and procedures and ensure evidence of compliance is
maintained including records. Contribute to the management system legal
register, ensuring that country specific legislation and codes of practice are
understood and complied with accordingly. Ensure evidence of compliance is
maintained. Ensure Safety Assurance performance data is captured, reported
into Assure database in a timely manner and periodically presented to
management, recommending areas for improvement. Provision of competent advice
and guidance on fire and life safety systems and processes, including
arranging and supporting fire drills and practices. Develop, implement and
maintain emergency response and business continuity plans for the contracts
and ensure that mitigation measures and controls are implemented. Assist the
contract managers with developing and regularly updating the risk register on
Risk Manager software. Lead the development and regular update of the risk
register on Risk Manager software. Oversee the management of contractors,
including oversight (management) of the permit to work system, review and
comment on specialist service provider risk assessments, method statements to
ensure safe operations by contractors. Carry out accident and incident
investigations and recommend actions to prevent future occurrences; ensuring
lessons learnt are implemented across the portfolio. Facilitate the portfolio
safety committee, organise meetings and supporting information and provide
recommendations for enhancements or changes to the systems and follow up on
actions. Ensure the security and integrity of all data provided including
reporting performance, financial and customer information as per Serco non-
disclosure policy. To provide help and assistance to any SME contracts as
required within the scope of the individuals’ competency and experience.
Support each department in the training needs of employees and arrange
training courses either internal or external to ensure the contract delivers
the required competency level of staff. Support the requirements of the Bid
Team in relation to the HSQE documents/record submission. Provision of
competent advice and guidance to the Facilities Management Expert with regards
to the employees’ health and safety and their well-being. Provide the
assistance and advice to the Facilities Management Expert during the scheduled
Emergency/fire drill. Carry out other duties as directed by the line manager
or member of the senior management team. Conducts HSSE audits , provide
reports with recommendations Supports organisation in the HSSE management
standards Monitor the effective implementation of appropriate Safety and
Environment System procedures and provide any discrepancy with recommendations
Supports in the formulation of HSSE Policy, Plans, Strategy and guidelines
Supports the organisation in building HSSE competencies Develop training plan
of contracting and organisation staff of HSSE practices to be roll out across
all sites Liaise with client on safety related issues Performs risk assessment
Support Project Management office by providing the HSSE inputs in the overall
Project plan Ability to formulate reports, present and lead the discussion
with all aspects of Facilities HSSE
Work closely with cross functional disciplines of Hard Services / Soft
Services


What we are looking for in our candidates:
Essential Technical and Professional Skills ‎10 - ‎15 years’ experience minimum
experience in Facilities Management environment with at least ‎5 years recent
Hard and Soft services experience. ‎5-‎7 years of experience in a senior role in
consultancy services. Undertaken a lead auditor role Developed short internal
training courses and a training matrix for HSQE Knowledge of MEP systems and
maintenance operations Extensive experience of working internationally
(preference for Middle East / KSA). Excellent verbal and written communication
skills. Arabic Speakers preferred. Exposure to the property and/or facility
management sector


Knowledge Solid understanding of ISO ‎9001, ‎14001 and ISO ‎45001 and Internal
Auditor qualification Self-motivated and able to work to deadlines Ability to
motivate and manage others Good communication and observation skills Excellent
command of the English Language


Qualifications Holder of a degree level qualification or NEBOSH Diploma or
similar OSHA qualification Holder of a First Aid Certificate Holder of NEBOSH
certificate in Environmental Management or similar ISO ‎9001, ‎14001, ‎45001
Auditor Business Continuity Management (BIA/BCP) preferred
