Key purpose
The Client has requested the services of a qualified consultancy team to
provide advisory / strategic consultancy services during the development
stages of a high profile tourist and luxurious destination located in KSA.
Serco will be delivering consultancy services with regards to the development
of an overall Estate Management Operational Strategy (including Facilities
Management, Property Management and Asset Management), Service Charge
Modelling, Design review from an FM&AM; perspective as well the development of
the necessary RFPs and assisting the client through the required tender
procurement process for eventual appointment of the required service providers
for the operational stage. Serco’s provision of consultancy services will also
extend throughout the operational stage of the project.
Reason for role
In line with the wider group strategy, the contract will be the key catalyst
in growing Serco’s reputation and involvement in Giga-City Projects. The
consultancy team’s role is to support the Programme Director in the lead and
delivery of Serco’s contractual obligations by ensuring the successful
implementation of deliverables set forth.
Structure and reporting relationship
The FM Soft Services Consultant will be reporting directly to the Senior
Facilities Manager but an adaptability to complex matrix project based work,
where functional and operational management may be fluid, is required and
expected for the role to lead the wider consultancy team.
Essential Technical and Professional Skills
6+ years' experience, two years of which were in a similar role working within
a highly dynamic and complex environment, with specific experience related to
Soft Services facility management operations. Understanding of Hard and Soft
Service operational dependencies and impact on other functions and non-
operational directorates. Background in facilities management and operations
Experience in managing Teams within the Facility Management industry
Knowledge
Excellent verbal and written communication and presentation skills Experience
in working with multi-agency stakeholder Ability to build a network across
teams and key external stakeholders Communicates well and consistently from
Senior Management level down to large teams of workforce e.g. volunteers An
understanding of Facility Management contractors in the UAE Experience in
working with Government partners Collaborates well with other business
functions and a good integrator Methodical thinker, with superior guest
service focus Knowledge of international event or large facility operations
Standard office software proficiency, Microsoft Project I Visio an asset
Fluent in English (reading and writing), Arabic or other second language
preferable Project Management Effective communication Ability to make
difficult decisions
Qualifications
Degree in engineering or equivalent
Key accountabilities
Support the Senior Facilities Manager inclusive of all Soft FM aspects in the
development of the Facilities Management Strategy of the project which
formulates part of the overall Estate Operational Management Strategy of the
project including but not limited to: Health, safety and environment. Plant
rooms, service rooms, and other utility rooms. Back of House areas, including
office space, storage, support rooms etc. Quantify the amount of space
required for back of house areas and propose locations for optimization of the
facilities management services. Front of house areas, including public access.
Facade cleaning and maintenance. Building maintenance units (BMU) and storage.
Car parking, etc. Review current CAFM systems available in the market and make
recommendations Outlining the facilities management strategy of individual
assets Outlining the facilities management master plan and delivery program.
Advice and recommendations from a services delivery perspective on all issues
raised Review and comment on facilities/asset management aspects of
documentation and reports related to the Project Development of specifications
with regards to O&M; Manuals Assist & support the wider Serco team in the
development of Estate Management tender documentation from an FM perspective
Providing the required and necessary input with regards to Soft FM expertise &
know-how Document and develop expectations of the stakeholders in terms of
service levels and facilities management services deliverables that can be
drawn or implied from the client’s documentation To assist with any functional
requirements Ensure implementation and adherence for all event wide policies
and procedures Promoting and recommending innovation best practices and green
technologies in accordance with standards. Providing expertise, recommendation
and know-how with regards to all Soft FM services to provide support to the
Senior Facilities Manager in delivering Serco’s contractual obligations
including but not limited to: Pest Control Cleaning Services Landscape
Maintenance Security Services Catering & Vending Janitorial Services Waste
Management Concierge & Reception Services Carry out other duties as directed
by the Programme Director or member of the senior management team.
Key Interfaces: Project Stakeholders Other Functions as well as key
personnel from the Client where necessary Wider Serco team

instructions to deliver all work with appropriate quality and governance
standards Ensure security and integrity of all data provided including
