Job Description:
POSITION OVERVIEW
The HSE Coordinator is responsible for ensuring adherence to Health, Safety
and Environmental standards across all aspects of the project and auditing
contractors on all aspects of HSE management and application.
DUTIES AND RESPONSIBILITIES:
* Establish and uses existing activities and plans to monitor SH&E activities supporting the project including, SH&E audits, inspections, reviews, risk assessments and other SH&E assessments.
* Implement Parsons wide policy and/or tools on the project and be prepared to contribute to the development of company policy.
* Implement and maintain established SH&E Management Plan & Procedures to ensure the site work process are performed in compliance with approved SH&E Management Plan & Procedures.
* Participate in the program for SH&E training, motivation and further competency development for site personnel to ensure site SH&E training programs are implemented.
* Promote a SH&E culture which is consistent with Parsons leadership ambitions and values and defining and implementing Site Specific SH&E Program and Plans.
* Guide, support and facilitate ownership, implementation and improvement of SH&E requirements including workplace safety, personal safety, asset integrity and management of health, safety and environmental hazards for the project.
* Provide coaching and assistance to the contractor with regard to the implementation of Parsons SH&E Standards, statutory requirements, industry standards, and best practice.
* Ensures good coordination of the SH&E team with other Parsons Operations functions (Engineering, Construction, Contract Management, Procurement, etc.).
* Ensure good coordination of the HS&E team with external consulants and contractors.
* Train, mentor and supervise the SH&E Officers assigned to each project.
* Record all incidents, reporting details to Client as per approved arrangements
* Support the incident investigation process to ensure that appropriate causal analysis undertaken and suitable corrective/preventive actions identified. contribute to Contractors' investigations to understand the causes and influencing factors.
* Ensure the compilation of SH&E related lessons learned and dissemination across the Operations team and Contractors on a regular basis.
* Assist and assure contractors' compliance to SH&E plan & program
* Review audit findings with the Contractors and support closure of action items.
* Review all documentation related to SH&E issues submitted by Contractors
* Ensure monthly reports from contractors/suppliers provide the necessary information to Client/ Parsons on SH&E matters for them to perform SH&E reporting and analysis.
* Provide Parsons, Client and local authorities with necessary reports related to Environment, Health & Safety as required
* Plan and perform site SH&E inspections/audits and participate in leadership tours to identify, close-out and produce preventive actions for potential hazards
* Manage Parsons site activities including Contractors to ensure they comply with approved PSHEP Management Plan & Procedures
EXPERIENCE AND QUALIFICATIONS:
* Minimum 10 years demonstrable experience,.
* Bachelor's Degree/Diploma in Health & Safety/Environmental Management
* Minimum Graduate Membership of internationally recognized Safety Association e.g., NEBOSH, CSP etc.
* Must demonstrate knowledge of SH&E regulations, requirements for construction projects and awareness of all hazards likely to existing construction sites.
* Must have 5 years minimum rail experience
* Must demonstrate appropriate ongoing Continued Professional Development
* Must possess leadership skills to manage and motivate a team of SH&E officers.
* Proactive acumen and an ability to manage multiple working areas on site are essential.
* Must be able to manage internal team, contractors, and consultants.
