Our client is embarking upon a significant capital program to create the
capital of entertainment, sports, and the arts in Riyadh. The program will be
an integrated destinations offering immersive experiences and memorable
moments of delight. The program will involve parallel development and
execution of a broad range of assets encompassing leisure, sports, cultural,
retail, hospitality, religious, residential, transport and infrastructure.
The main objective is to develop a vibrant society, a thriving economy of an
ambitious nation.
The Client is embarking on delivery of a significant capital program within a
challenging timeframe. This requires a strong, nimble and compliant
procurement to support the overall delivery for the various packages required
for design and construction of the Works.
Due to size, complexity and a challenging timeframe, the Client will require
all types of procurement methods including traditional methods and alternative
procurement. Alternative procurement includes early engagement of contractors,
design & build, construction management at risk (managing contractor), direct
negotiations, collaborative contracting methods, schedule of rates- re-
measurable quantities, or bidding on a cost-plus basis whereby contractors are
compensated based on a blend of fixed fees on specific goods and services, and
a percentage fee on their remaining cost base.
As a member of the Senior Management team, the Procurement Director role is
considered a key function for providing accountability to develop the Project
Procurement function required for the project. This role will be given the
authority to execute approved strategies and plans for the project and prepare
and drive the team to meet evolving project's needs. The role will also
provide and seek regular feedback and input from the Senior Management team
and Client stakeholders.
Key attributes for the successful candidate will be proven large scale (multi-
billion dollar) program delivery of complex construction programs, with
experience across the full project lifecycle. The successful candidate will
also be able to work collaboratively with multiple teams to provide focus and
support and innovative solutions.
The following provides a summary of essential duties and responsibilities
applicable to the role
* Prepare the pre-qualification of bidders and the preparation of bid lists for approval purposes
* Prepare standard instructions to bidders, forms of bid, and conditions of contract (in conjunction with the Client's legal advisors) for use in relation to main and subcontracts
* Review the proposed form of construction contract for use in obtaining bids for contract and subcontract Packages to confirm compatibility with the Client's brief
* Carry out a review of the drawings and specifications forming part of any bid and comment upon quality adequacy and accuracy of the information contained therein
* Advise on scope gaps, orders not placed and provisional sums relating to any contracts
* Assist in the preparation and production of bid documents, including all appendices, annexes and bid addenda required and obtain the Client's approval prior to issue
* Compile and perform quality checks on the bid package / documentation
* Issue bid documentation and instructions to bidders
* Coordinate and review the pre-bid estimate in advance of bid returns
* Participate in and arrange for bid interviews
* Attend and participate in bid openings as required and respond to any resulting queries
* Evaluate all commercial aspects of bids received and assist in the production of a full report in the form of a contract placing recommendation report
* Review bonds, guarantees and warranties proposed by contractors and subcontractors
* Attend and participate in post-bid clarification meetings, including the preparation of supplemental bid reports as required
* Review the final BOQs for incorporation within the contract documents.
* Standard instructions to bidders, forms of bid, and conditions of contract (in conjunction with the Client's legal advisors) for use in relation to the main and subcontracts
* Review and check the pre-bid estimate in advance of bid returns
* A full bid evaluation report with a recommendation to award for the Client's approval
* Preparation of any letters of intent, when required (in conjunction with the Client's legal advisors)
