Title: Health and Safety Director
Position Overview:
Works with the Delivery Partners to ensure the implementation of the Cross
City Services (XCS) H&S Strategy and manages XCS level H&S activity, ensuring
compliance with applicable XCS requirements. Provides tactical support and
advice to the Delivery Teams and fosters a culture of collaborative
improvement across the Program.
The Health and Safety Director is responsible for developing, directing and
providing health and safety program leadership to the Program. The position
oversees development and implementation of behavior-based safety practices,
audits functions for health and safety, procedure implementation, ensures
compliance with relevant safety legislation. The Health and Safety Director
monitors and documents the effectiveness of safety control measures used
throughout the program and works with the delivery teams on implementation.
SPECIFIC RESPONSIBILITIES:
* Provides health and safety leadership and direction for the program.
* Serves as the health and safety subject matter expert with management, regulators, and staff.
* Supports the Executive Director of HSEQ to deliver the vision, mission and values of XCS Assurance Strategy and associated assurance plans.
* Supports the delivery of the objectives of the XCS Health and Safety Management Plan including:
* Evaluating the Program risk profile and monitoring the adequacy of the management system and associated assurance activity.
* Monitoring the adequacy of the management system procedures and recommending improvements.
* Determining compliance with legal and other requirements and recommending improvements.
* Owns the XCS assurance plan for Health and Safety relevant to the role and scope of works.
* Monitors Delivery Team compliance with applicable XCS and legal requirements.
* Supports the Executive Director of HSEQ to monitor and maintain the legal requirements register.
* Documents and maintains accurate H&S records, supporting the Delivery Teams with findings, recommendations, and closeout.
* Carries out trend analysis and recommends improvements to the District and City level assurance plans.
* Manages health and safety resources and related departmental budgets.
* Recommends improvements to Health and Safety procedures and develops and implements updates within area of expertise as needed to XCS baseline.
* Supports Incident Review Committees within the scope of works, ensuring compliance with applicable XCS requirements.
* Provides functional support to the Delivery Teams when discharging contractually required obligations such as formal Contractor documentational reviews.
* Establishes collaborative ways of working with Delivery, ensuring roles and responsibilities are clear and understood, resources are targeted at critical risks and minimizing duplication of effort.
* Supports the verification of key performance indicator data within the scope of works.
* Supports the Delivery Team to develop and share innovation and best practice across the wider Program.
* Provides advice and guidance to other HSW professionals within XCS and champions the professional development of colleagues.
* Performs other responsibilities, such as participating in corporate working groups, associated with this position as may be appropriate.
Here 's What You'll Need:
PREFERRED EDUCATION/EXPERIENCE :
A relevant health and safety level 6 qualification, undergraduate or post
graduate degree and chartership via a recognized Institution or equivalent.
10+ years' experience of working on major / complex infrastructure (preferably
in the GCC). ISO qualified auditor preferable. Accredited incident
investigation training (such as IIAI) preferable.
Experience working in the Middle East Region preferred, with an appreciation
of worker welfare standards. Extensive experience of assurance programs on
comparable major / complex programs / projects. Extensive experience of
international construction standards such as OSHA.
