Plan started working in Egypt in 1981 and has a presence in ten of the 27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence
Purpose:
Reporting to the Head of Program Strategy Egypt, the Program Quality and
Partnerships Manager will work to facilitate the implementation of Plan’s
Global Program Quality policy and procedures in Plan Egypt as well as ensure
the project delivery for both sponsorship and grants funded project is done in
full compliance with the donor requirements.
PQPM, in tandem with other program departments and program units, will work to
ensure the timely and quality delivery of Plan Egypt programmes, as committed
to in the Country Strategy.
Finally, PQPM, in cooperation with relevant program departments and program
units, will also be responsible for ensuring consistent implementation of PIE
Partnership Framework with the aim of improving and maintaining quality of PIE
partnerships, in alignment with the Global Guidelines and policies, and
through design and implementation of relevant tools and processes.
Dimensions of the Role: To work closely with the Head of Program Strategy,
Head of Program Implementation (HOPI), Program Unit Managers (PUMs),
Sponsorship Communications Manager, and other unit managers to support timely
and quality delivery of Plan Egypt programs across all program locations. To
support consistent application of in country processes, procedures and tools
for project and program management, as well as Plan’s Global Program Quality
and Influencing Policy across all projects /programs implemented by PIE. To
ensure, in coordination with other departments, that there is adequate
knowledge, skills and capacities among PIE staff and implementing partners to
meet the requirements of the Program and Influencing Quality Policy and in-
country processes. To ensure in close collaboration with Program
Implementation, Sponsorship Communications, Finance and Operations that both
PIE and partners adhere to grant compliance and donor reporting fully, timely
and with quality. To ensure consistent implementation of PIE Partnership
Framework. To coordinate the development of tools, templates and capacity
building packages based on the needs assessment of partners and gaps
identified, and help secure adequate funds for strengthening civil society
when relevant in newly designed projects. To ensure through working closely
with the Program Implementation, Sponsorship Communications, Monitoring,
Evaluation and Learning, Risk and Compliance, Finance and Operations that
periodical (Quarterly) project and grant performance review takes place. This
will include overall management of the Quarter Management Report development
and submission, developing trend analysis, as well as managing the Quarter
Project Review Meetings (QPRM) at Country Office. To ensure that Annual
Planning, Quarter Reporting and Annual Review process across PIE take place as
per corporate guidelines and are aligned with PIE in-country processes. To
ensure collection and dissemination of lessons learned from project/program
cycle management take place quarterly and they are utilized by PIE to
continuously improve its performance in project/program management.
Accountabilities and Typical Responsibilities - Key End Results of Position
Strategic Leadership in Programme Management To work closely with various
units in Implementation and Strategy program departments, other country office
departments (Operations, HR and Finance) and contribute to increased inter-
departmental coordination for an improved country wide program quality and
delivery mechanism. To ensure that annual planning process across Plan Egypt
takes place as per corporate guidelines and is aligned with Plan Egypt annual
planning process. To work with the Head of Program Strategy, HOPI, PUMs,
Finance Manager and MEL Manager to ensure project reports (narrative,
financial and audit) are prepared and submitted to the donors in line with
reporting guidelines and agreements.
Budget: To work in close collaboration with relevant units on reviewing
quarterly budget vs actual expenditure reports and guide regular reforecasting
exercises. To support review of monthly budget versus actual expenditure
reports with relevant departments to help ensure program expenditure remains
on time and to the approved budget.
Management Support: To work in close collaboration with the Head of Program
Strategy, HOPI, PU Managers and HR Manager to promote a culture of high
performance, mutual accountability and learning within the team. To contribute
to the development of direct reports by setting individual objectives and
providing feedback of performance versus objectives to maximize levels of
individual performance. To provide guidance and support to direct reports to
ensure that the team is equipped with the necessary resources, tools, skills
and caliber enabling the unit to maximize its performance. To manage team
planning and development including recruiting, training and developing staff
capabilities to ensure that employees are equipped with the knowledge and
capabilities to achieve program objectives.
Compliance and Reporting: Under the guidance of the Head of Program Strategy,
work in collaboration with the Finance, HR, and Operations departments to
ensure that all Plan Egypt programme expenditure is compliant with
institutional donor and Plan Egypt regulations, including providing the
necessary support to Plan Egypt partners as required. Ensure that management
action plan is prepared and followed up for audit and evaluation report
findings. Facilitate sharing of program reports ensuring that progress of
programs is communicated to different parties with the required quality
standards and in collaboration with relevant departments and units.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted
