Program Description:
The Women's Economic and Social Empowerment Program is designed to engage,
leverage, and partner with the private sector as well as public social service
initiatives to encourage women 's participation in the workforce; generate
demand for financial services; promote tailored, market-based solutions to
women's economic empowerment; and strengthen GBV prevention and response such
that women become more economically and socially resilient.
The Women's Economic and Social Empowerment Program activities integrate,
mutually reinforcing private and public sector-led approaches* that aim to
change power relationships, transform structures, and build agency to
effect results along critical change pathways. The program interventions are
designed to lead women in priority governorates feeling safe, valued, and
empowered at work; motivated and able to embrace financial autonomy; and
respected and free from violence in their homes, communities, and workplaces.
The program works closely with market-based partners to develop, lead,
scale, sustain, and champion innovative solutions, recognizing the economic
and social benefits of gender-inclusive, empowering policies and practices.
Job Summary:*
The Field Data Officer will support MEL team to implement Monitoring and
Evaluation functions and activities adhering to Women's Economic and Social
Empowerment Program in Qena governorate. S/He will be responsible for the data
collection and monitoring of community organizations with the insurance of the
data quality, consistency and entry into the MEL system.
This includes assisting in designing the quantitative and qualitative tools,
rolling out and training staff on how to use them, conducting data collection.
In parallel, ensuring different stakeholders are complying to the MEL system
requirements along with global best practices and Pathfinder standards. S/He
will assist in the definition and means of collection for indicators and key
program data and help in shaping and implementing activities included in the
evaluation approach. The field data officer will be dealing with field raw
data and reports from NGOs and private sector firms at the primary level to be
compiled into solid reports under the supervision and guidance of the Senior
MEL Officer.

*Primary Responsibilities and Duties:
* Assist in adopting data collection tools, including but not limited to monitoring tools and forms, survey questionnaires, key informant interview guides, Private Sector and NGOs assessment tools, and supporting training materials.
* Conduct field visits to the program's field implementation areas in NGOs and private sector firms, to monitor and follow up activities, and maintain the quality of data collection and reporting.
* Collect and enter the field data into their respective forms and program databases on regular basis.
* Ensure under the supervision of the Senior MEL Officer that data is complete and comply with data quality and compliance standards and guideline.
* Conduct trainings on monitoring, evaluation and principles of data collection to NGOs staff.
* Coordinate with NGOs for field visits, monitoring, and evaluation visits, and regular data collection.
* Assist in administrative tasks as required such as preparation of reports and assisting the program team during field missions and trainings.
* Assist the program personnel with M&E tools and in supporting them in their use properly.
* Provide inputs and information for a quarterly, semi-annual or annual report to the Senior MEL Officer to inform the Program/Program Management Team.
* Participate in annual program evaluation and planning workshops; assist in organizing training on MEL for program/ partners and stakeholders.
Required Qualifications:
* Bachelor's degree (or equivalent) in demography, epidemiology, statistics, social sciences, evaluation, political science, or a related field, or a combination of education and experience that yields the required competencies.
* 1 to 3 years of progressively responsible experience in data collection, monitoring, and evaluation in development programs or equivalent.
* Experience in previous USAID or international program-related positions is preferred.
* Language Proficiency: Level III (intermediate) oral and written English and level IV (fluent) oral and written Arabic.
Knowledge, Skills, and Abilities:
* High level of organizational skills and multi-tasking
* High level of communication and problem-solving/resolution skills
* Ability to work in multi- focused program, organize and prioritize workload and meet multiple deadlines with minimum supervision
* Skill in composing, editing, and proofreading written materials/ reports.
* Skill in presentation, facilitation, and training.
* Skill in establishing and maintaining effective working relationships.
* Experience in using paper-based / digital data collection tools.
* Excellent experience in using MS -Office applications (Excel is a Must).
* Good knowledge and ability to apply quantitative and qualitative research methods (including conducting surveys, FGDs and KIIs).
Effort, Reporting and Other Administrative Requirements:**
The field data officer is a full-time position that reports to the
(Senior MEL Officer) who will coordinate with the MEL director on all
programmatic aspects of his/her employment, including but not limited to job
description, duties, qualifications, working environment, and performance. The
field data officer will be based in (Qena) with the possibility to regular
travel to various locations within Egypt, specifically, the Women's Economic
and Social Empowerment Program -defined governorates.
