Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence


PURPOSE
The post holder reports to the Senior Accountant, is responsible for
disbursement and receipt of cash resources, depositing of cash collected,
maintenance of inventory records, issuing and monitoring staff advance and
contracts settlements, filing of all financial records in addition to handle
the with-hold tax recording and payment through the Tax authority site for all
plan Egypt offices.
Dimensions of the Role
This Role will be based in CO and will play a key role in supporting strategic
activities that get implemented in the layer of CO through handling all types
of procurement, sundry and contracts payments, also issuing staff travel and
purchase advances and settlements Support CO finance team in the monthly
closure processes and participate in the monthly reporting and
reconciliations.


This Role will require a high level of dedication and organizing in addition
to a good communication skills and techniques with CO departments and other PU
offices,
This role has no direct reports.
Accountabilities
Review all Country Office payment requests and follow up on any pending
comment with requester.
Proper control of the supporting documents for payments and financial reports
for projects to assure the package is fulfilled and complied with Plan
Policies and profession standards.
Preparation of all types of vouchers and execution of payments whether online
transfers or manual cheques.
Review settlements’ supporting documents and make sure that all supporting
documents
Handle with-hold tax payment in terms of recording on Tax Authority Site for
all plan Egypt offices.
Participate in annual budgeting process, through facilitating and reviewing
operating budget.
Review the petty cash settlements and do the disbursement on time.
Continuous monitoring and reconciling balance sheet accounts.
Monitor the progress of contracts’ payments and file the annual contracts and
its annexes.
Handle tender insurance deposits and assure that all cash receipts reflected
in the system accurately.
Filing of all departmental correspondence after the financial transaction on
sequent manner.
Handle exporting the audit requested sample of accurately coded payment
packages and GL entries.
Contribute to the preparation of CO monthly/quarterly/year-end schedules
Provide technical assistance and training on corporate finance systems to all
finance staff.
Provide various Management and internal reports for monitoring purposes.
Executes other tasks as assigned by line manager.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Technical expertise, skills and knowledge
Essential
A Degree in Accounting (a professional qualification such as IFRS, ACCA or
equivalent will be preferable.
At least ‎5 years’ experience in financial role (minimum ‎3 years in INGOs is
preferable)
Analytical skills
Fluent in English
Communication and proactively problem-solving skills
Proficient in computer skills and use of relevant accounting software packages
Solid experience in SAP, having experience in MS dynamics is preferable.
Ability to review data, identify and adjust discrepancies, identify and
resolve raised issues.
Solid reporting and monitoring skills
