Description of Department:
The Force Control Room sits at the very heart of our operations, offering a
responsive and round the clock service. It handles all incoming emergency and
non-emergency telephone calls from the public and it utilises the most up to
date technology to deliver an exceptional service.
As a Command and Control Officer you will have an opportunity to serve both
the public and the Force in a varied role - including dealing with all radio,
telephone communications, monitoring some social media channels & remaining
calm and measured under the most challenging of circumstances.
You will provide vital support for frontline colleagues, take reports of crime
& anti-social behaviour and initiate and assist front line officers with CCTV
monitoring to locate offenders and gather evidence to substantiate an
investigation.
To be successful in this position, you require excellent communication skills,
must be enthusiastic and technologically adept and enjoy working in a team
environment. You must have the ability to work under pressure with minimal
supervision and accept responsibility for yourself and others. Your ability to
maintain the highest levels of integrity and discretion together with a
willingness to work in a changing environment will make you an ideal candidate
for this role.
PURPOSE OF THE POST:
The operation of all communications and other systems and equipment, situated
within the Force Control Room, and other control room duties as may be
directed.
MAIN DUTIES AND RESPONSIBILITIES:
* To be fully conversant with, and competent in, the operation of the following tasks in accordance with the Standard Operating Procedures, National Call Handling Standards and Crime Reporting Standards. This will also include any other national standards and standard operating procedures associated with other aspects of Control Room work. This includes, but is not limited to, the below functions:
Computer Aided Despatch (C.A.D.) or any other future replacement Operating
System
This computerised system for Pan London incident management generates a log
each time an emergency request for assistance is made.It is used to despatch
officers to a scene and keep a record of events as they unfold. Additionally
the incident management system is used for any incident which requires police
deployment or the passing of information. This can be within the City of
London or with any Metropolitan Police borough. In the long term it provides
an evidence record of all the actions made.
Radio Control system / Airwave Radio system or equivalent
The Airwave radio system is used nationally by all police and emergency
services. It enables users to pass information efficiently and securely.
Control Room Officers use Airwave to direct officers to incidents and pass and
receive all relevant information whilst using CAD or PNC.
This allows the Control Room and police officers to keep in contact. Control
Room Operators pass on and receive information logged on the CAD system using
the Police Radio and direct officers to where they are needed.
Force Switchboard
Calls to our main switchboard telephone number are answered here. A wide range
of calls are received requiring anything from an emergency response to
connection to an internal extension.
Police National Computer (P.N.C.) or Future PNC System Replacement
This is the national police data-base on which information is held about
vehicles, persons and other items of police interest. The data can be searched
by operators to look for matches to details submitted by officers.
CCTV system
The closed circuit television system is comprised of a number of cameras
around the City of London, the images are then displayed on a bank of screens
in the Control Room. Staff can direct officers to incidents they are observing
and can record events digitally which can later be used as evidence for
prosecutions.
Exit Point System + Automatic Number Plate Reading system (A.N.P.R)
These work alongside the CCTV network and can alert Control Room staff to
vehicles of interest to police passing through exit points and automatically
check vehicle number plates against PNC (or future PNC System replacement)
records.
* To undertake research as directed. This will include providing information to internal and external callers on police matters relating to this force, other police forces and external agencies.
* To collate statistics relating to incidents which have occurred.
* To liaise with external and partner agencies (e.g. The City of London Corporation, Social Services)
* To carry out a variety of intelligence enquires and checks to support officer deployments, duties and other incidents (e.g PND, IIP, Niche/Pronto, ANPR, or any other new Police database).
7. To be aware of and support the Force Equal Opportunities and Diversity
Policies, Human Rights Act, & Data Protection Act.
8. To gather evidence of offences in accordance with legislation, effectively
report offences as required and to maintain the integrity of this evidence.
9.To keep full and complete records of all radio and PNC/ other system
transactions.
10. To complete all necessary intelligence and crime reports to support
victims of crime and any form of investigation and being fully conversant with
National Standards.
11. To undertake any other Force Control Room or Event Control Room duties as
required.
Skills
* Excellent communication skills in order to provide a high level of service to customers
* Ability to work under pressure
* Excellent keyboard and computer skills, including MS packages with the ability to learn new software quickly
* Ability to take personal responsibility and work with minimum supervision
* Desirable - It is desirable for you to have CAD access and experience of having used this system in a Command & Control environment.
