Deadline Date ‎2022-‎05-‎31Position Summary:
The Sr. Gender and Social Inclusion Expert will contribute as a team member on
a country-wide gender and inclusion assessment for Federal Iraq and KRI.
Primary data collection will be conducted in a mix of remote and in-person
settings, dependent on real-time considerations. It is anticipated that the
Sr. Gender and Social Inclusion Expert will travel within the KRI and to areas
in Federal Iraq to conduct key informant interviews and focus group
discussions.
The analysis will use an intersectional lens and bring a strategic focus to
gender and social equity issues in key sectors: public administration;
economic development and stability; democracy, governance and rule of law;
status of marginalized, vulnerable, and disenfranchised populations;
water/sanitation; agriculture; health and global health security; climate
change and climate resilience.
This analysis will be informed by the ADS ‎205 domains, the ADS ‎201 further
guidance on inclusive development, the USAID Gender Policy, and other relevant
USAID policies and guidance.
This assignment is estimated to be ‎80 days of effort, allocated between May ‎22
and October ‎15, ‎2022.
Responsibilities:
* Work closely with the Team Lead and other team members to conduct ‎1) an assessment of USAID/Iraq programming for gender and social inclusion approaches, and ‎2) an analysis of gender and social inclusion considerations relevant to Iraq.
* Take leadership of key areas of the research process in coordination with the Team Lead. They will also take a substantial role in coordination with other team members for research tasks such as analyzing secondary data; planning, scheduling, and conducting primary data collection activities (e.g., key informant interviews, focus group discussions); coding and analyzing qualitative data; participating in team debriefing meetings; drafting sections of the report and reviewing other sections for accuracy; collaborating with the Team Lead to revise the reports and presentations based on USAID feedback; and participating in drafting and delivering presentations on findings and recommendations at various stages of the research.
* Work closely with the Team Lead to develop actionable, realistic recommendations for USAID/Iraq for future gender equality and inclusive development investments, and to draft sample language for USAID/Iraq to use in strategic documents based on the findings of research.
* Have a considerable role contributing to the following deliverables: Inception Report; Workplan; data collection instruments; data collection notes; reports; presentations on research, methodology, findings, and recommendations.
* Communicate progress regularly to the Team Lead, and to the PMES Senior Monitoring and Evaluation Expert (SMES) as requested. Master’s degree in sociology, anthropology, gender studies, international development, or relevant social science field
* At least ‎10 years of experience in gender analysis and assessments, including gender-based violence, in areas related to USAID/Iraq’s work, required.
* Familiarity with public policies that address gender and social inclusion gaps, gender-based violence, youth, disability, and gender programs of the main development agencies in Iraq.
* Deep knowledge of Iraq’s gender dynamics and issues related to social inclusion across governorates and social groups.
* Experience developing qualitative research instruments, conducting data collection interviews and focus groups, and coding and analyzing qualitative data.
* Strong communication skills.
* Strong computing skills in Word and Excel.
* Must be able to maintain stable internet, use video conferencing software, and be available for travel, if required.
* Knowledge of USAID programming and USAID gender and inclusion analyses preferred.
* Access to contacts in academia, think tanks, government institutions and NGOs to use for scheduling expert interviews and focus groups (in KRI and Federal Iraq) preferred.
* Experience having leadership and collaborative roles on multi-person research teams preferred.
* Technical expertise in one or more of the sectors listed above preferred.
